Thanks to the active support of the Government of the Russian Federation and Rospatent, the Russian pharmaceutical industry has significantly strengthened its position in recent years. In the future, medicines may become one of the main items of Russian exports.

At the SPIEF 2024 session "Intellectual Property in Pharmaceuticals: dispute or discussion?" With the participation of Sergey Glagolev, Deputy Minister of Health of the Russian Federation, Yuri Zubov, Head of the Federal Service for Intellectual Property (Rospatent) and other representatives of government authorities and the pharmaceutical field, experts concluded that the interaction of all participants in the pharmaceutical market and government representatives aimed at developing innovative biopharmaceuticals and ensuring its reliable legal protection not only ensures medical and even medical independence, but it is also becoming a key factor in the significant growth of the country's economy and capitalization.

This was stated by Peter Bely, Chairman of the Board of Directors of PJSC Promomed, in an interview with Rossiyskaya Gazeta.

Peter Alexandrovich, two years ago, speaking at a visiting meeting of the Council on Intellectual Property of the Federation Council of the Russian Federation, held in Saransk, you made a number of proposals regarding the situation in the Russian pharmaceutical industry. What has changed since then?

Peter Bely: Our company's factory is located in Mordovia. It is one of the five largest pharmaceutical enterprises in the country. Factories are, of course, the most important and necessary, but the material part. Our country has always had significant intellectual capital, and this applies not only to IT, engineering schools, but also to pharmaceuticals. Today, the domestic pharmaceutical industry has become very strong. We are able to respond quickly to emerging challenges and have all the necessary resources to create innovative breakthrough solutions in healthcare. Let us remind you that we are one and a half years ahead of the whole world in the treatment of COVID-19 and are now successfully coping with the task of import substitution. It's time to move on and build intellectual and innovative leadership in the world.

Since the beginning of the formation of the Institute of intellectual property in our country, the most active participants from the pharmaceutical industry have been foreign companies. But now the situation is changing. The strategic objective of the industry's development is to change the balance of pharmaceutical innovations towards domestic rather than foreign drugs. After all, innovative medicines around the world create huge added value due to the possibility of creating blocking reliable patent protection. It is important that the potential of our biopharmaceuticals is realized here in Russia. Over the past two years, Rospatent, the Ministry of Health, and the Government of the Russian Federation have implemented many initiatives to ensure that breakthrough solutions in the pharmaceutical industry can receive support, both consulting and registration, so that the latest drugs can enter practical medicine as soon as possible and at the same time the intellectual rights of developers are reliably protected. As a result of the meeting, the Center for Advanced Technologies in Healthcare was opened in Saransk, which helps the pharmaceutical industry create world-class highly capitalized intangible assets.

Why is this important? The world's population is eight billion people, and the politicized markets in North America, Europe, and Japan are less than a billion in total. The remaining seven billion are emerging markets, the BRICS countries, where economic growth is outpacing European rates. They need medical innovations, and this is a large-scale field for realizing the enormous potential of our biotech industry and our pharmaceutical industry.

Today, our medicines are increasingly conquering foreign markets in Asia, Latin America, and Africa. And this is just the beginning. In the future, medicines may become one of the main export items, along with oil, gas, and space technologies. Therefore, Russian pharmaceutical innovations are a growth driver not only for an individual sector, but also for the entire economy: they are able to ensure the growth of the "capitalization of the country" as a whole.
