The legislative regulation of the interaction of scientific, educational, industrial and expert organizations on the development of domestic medicines in the face of sanctions pressure was discussed by deputies, representatives of various ministries and members of the expert community at a round table in the State Duma.

Sergey Kabyshev, Chairman of the Committee on Science and Higher Education, opening the meeting, said that cooperation is needed between government authorities, scientific institutions and the economic sector to quickly move from research results to the development of medicines.

The participants of the round table discussed the main identified problems hindering the development of the domestic pharmaceutical industry, including the underfunding of medical science, the lack of methods for calculating the current and projected needs of the healthcare system for medicines, and critical dependence on imports of raw materials, ingredients, and means of production. The participants agreed that in order to accelerate the development of medicines, a centralized customer is needed, who will determine a unified state policy in this area, and the availability of its own pharmaceutical production to ensure the strategic independence of the state from external and internal threats.

During the meeting, proposals were also made to further improve the legal regulation in the field of drug circulation in terms of the institute of quality examination of medicines both during registration and as part of post-registration control, mechanisms for determining the risks of drug defects, establishing a flexible system for setting maximum selling prices and expanding the use of the institute of preferential treatment for domestic manufacturers at all levels. at various stages of production in order to stimulate the localization of the full cycle, including the synthesis of the active ingredient molecule, according to the critical nomenclature.

"It is important that at the round table, lawmakers and representatives of the executive branch not only discussed once again the existing measures of state support for scientific institutions and institutions of higher education, Russian pharmaceutical enterprises, as well as the problems they currently face in the development, registration and further introduction into civil circulation of medicines, but also, having heard first–hand experience of the real situation on the ground, suggested ways to solve the accumulated problems, showed their awareness and willingness to provide further constructive and prompt assistance," Mikhail Avramenko, Director of Government Relations at Promomed Group, shared his opinion.

According to Kabyshev, the proposals of the meeting participants will form the basis of legislative decisions that are planned to be formed jointly with the professional community.
