How does the Russian pharmaceutical industry feel after four years of living in new conditions? Is everyone provided with the market and how does the compulsory licensing mechanism work? Peter Bely, Chairman of the Board of Directors of Promomed, told about this on the sidelines of the SPIEF.
According to the expert, healthcare is an area where it is incorrect to talk about the large—scale withdrawal of foreign pharmaceutical companies from Russia. The problem is more of a point problem, the expert continues.
"We are talking more about pinpoint phenomena to which the government clearly reacts. We are talking about cases where patients are deprived of vital therapy. The importance of the national pharmaceutical industry is growing, and it is ready to take responsibility for such cases. And all the drugs that the government has paid attention to are all replenished, all are produced 100% in Russia. The situation is the same with compulsory licenses that are issued through the courts. These are individual point phenomena that have brought enormous benefits from the point of view of providing the healthcare system, including for supplying children with orphan diseases, for which the state spends huge, unprecedented amounts of money compared to other countries."
"Biosecurity is one of the pillars of statehood protection. Try to import a piece of meat or a piece of cheese into the USA — it is impossible there, you will be held accountable. Great attention is paid to biosafety. In this regard, our country's experience is to pay the same attention to biosafety. Take, for example, the latest case, yesterday's decision: the approval of the possibility of national production of drugs that block anthropozoonoses — dangerous diseases that are transmitted through dogs. By themselves, ticks can not only cause fatal harm to dogs, but also transmit fatal diseases such as encephalitis and borreliosis to humans. This decision was implemented through a judicial mechanism in accordance with article 1362 of the Civil Code. And here, the state has also made it clear: we have reliable protection for the country's biosafety."
According to Peter Bely, the market needs legislative changes for the development of Russian pharma. And enough attention is being paid to this issue.
"How should we deal with such situations when there is a patent, but there is no drug on the market? Practice should be improved here. It is very important that the law does not turn into a formidable weapon that can injure."
